A BAL Certificate tells you how much bushfire risk your property faces.
It confirms that your development site is not located in the highest risk areas, known as Flame Zone or BAL 40.
If you’re planning a Complying Development (a faster approval process) on bushfire-prone land, you will need a BAL Certificate.
Legally, the certificate must be prepared by either:
- A qualified bushfire consultant, or
- Your local council.

If you need a full assessment of the SEPP Code for bushfire, you will need one of Bush Fire Assessment Reports, which includes the basic information found in a BAL Certificate.
